Working Papers Subscriptions and Access
A full subscription to the NBER Working Paper series provides digital access to all new NBER Working Papers. It is also possible to subscribe to the sets of Working Papers associated with individual NBER programs, on a program-by-program basis. Pricing for a full subscription or on a per-program basis may be found below. Institutional subscriptions allow access for an unlimited number of users affiliated with the subscribing institution.
Refunds for cancellations or changes to subscriptions are available only within the first 90 days of the subscription. Subscription terms are for one year; discounts cannot be offered.

Users at subscribing institutions may access Working Papers automatically when using a computer on the subscribing institution's network through IP address identification. Users who want to download Papers when away from their subscriber’s network and who do not have a proxy set up, should make an NBER web account and then verify their institutional email to obtain off-network access.

Complimentary Working Paper Series Access
All Users
All users of the NBER website are entitled to three complimentary downloads annually.
Corporate Associates
Corporate Associates are granted full subscriptions.
Journalists
Journalists and other members of the media may register to receive complimentary subscriptions.
United States Government Employees
US governmental (federal, state, local) organizations are granted full complimentary subscriptions. US government employees can access papers by making an NBER account with their .gov email and authorizing it. If you are a government employee who has an email that does not end with .gov, or you would like to create an account for your office with your office IP addresses, or have any other questions please email subs@nber.org.
Low-Income Countries
The NBER offers complimentary working paper access to residents of countries where per capita GDP is less than $35,000 (2024) as recorded by the International Monetary Fund.
